Note from the mayor:

Our first criminal has been apprehended stealing goods from the saturday market. He will be brought to justice soon.

It's a blight on our fair city to have the first criminal, but we shall proceed on with diligence towards a peaceful future.

Actually, this is the fourteenth. Things were kept under wraps for the other 13. There have been other reports of theft but no one has been charged with those crimes. There has also been several beating. One murder investigation is going on.

The minotaurs are behaving though.
