The article you reference is generally accurate. However, the Scouting movement dates to 1 August 1907. (This is what makes the 2007 World Jamboree a Centennial event.) The first troops were not established until 1908. (See http://www.scout.org/en/around_the_world/countries/national_scout_organisations/some_statistics)
